Rules, corpus and coverage
Rules are data: a regulator can read every predicate without a programmer. Each rule names its authority layer, its scope, its effective window and the provisions it cites. Loading fails closed if any citation is missing from the corpus. Judgment layers (precedent, doctrine) are advisory and can only add findings.
