Prototype for the NAIC Fall 2026 National Meeting · Grapevine, Texas

Every AI-influenced insurance decision, assessed against the law in force that day, on a record an examiner can verify.

RegBench sits in the carrier's decision path. Each decision an AI system makes or supports gets a cited, point-in-time Regulatory Assessment (PASS, FLAG or HOLD) written to a hash-chained ledger. The case files the NAIC AI Risk Evaluation Supplement asks for exist at decision time, not reconstructed for the exam. The carrier always decides; RegBench is the instrument.

Three seats at the bench

The carrier

Sends each AI-influenced decision as recorded facts (never raw PII). Gets back a cited assessment, a review queue for FLAG and HOLD items, and an exam pack on demand.

The examiner

Receives packs structured as the Supplement's Exhibits A to D, verifies the hash chain independently, samples case files by model, and reads a cross-carrier benchmark that publishes only safe cells.

The carrier's agents and vendors

Claims, underwriting and pricing agents call RegBench through the Model Context Protocol before they act: check the action, record the decision, hand the case file to compliance.

Fixed identifiers used in the walk-through. Each exercises a different regime: Texas prompt-payment and human-review expectations, Texas utilization review, Colorado's amended ECDIS regulation, New York's Circular Letter No. 7, the federal FCRA notice, and the NAIC bulletin where a state adopted it.

Deterministic. No language model produces a finding. Judgment-layer rules are advisory and can never suppress a black-letter finding.

What RegBench is not. It does not approve, deny, rate or settle anything, and it is not legal advice. A HOLD means "hold for the carrier's compliance review". The carrier's compliance officer remains the decision-maker on every transaction; the regulator remains the only authority on what the law requires.
